VISIT TO DELHI - MEETING WITH CHAIRPERSON OF CBEC ON 13.04.2017

A brief meeting was held on 13.04.2017 with the Chairperson of CBEC and different Authorities under CBEC. The points were taken for discussion are as under:

EA to AO promotion: Board does not go ahead with ad-hoc promotion from the post of EA to AO promotion for lack of finalization of AO RR,  with respect to previous anomalies.  However Hon'ble Chairperson has assured to take alternative measures to expedite the procedure for early notification of AO RR.

AO to CAO promotion: Due to discrepancy of seniority position of AOs in some zones or any other issues, promotion of AO to CAO couldn't be held. Hon'ble Chairperson has assured to get the draft seniority list of AO's issued from 01.01.2009 onwards in website as early as possible for further action on promotion to CAO.

RR of EA: EA RR file is under process for insertion of saving clause for all TAs (working prior to notification of EA RR). Authority has agreed that this has happened a bad to the cadre in haste. The present status is the matter is moving around board and DGHRD. Finally, it has to be approved by DOPT as EA is a Gr-B post.

Inspector RR: Similar process is also being done for RR of EA. One time Relaxation file is running and under the purview of examination by the Board.

‌LDCE examination: UPSC has denied to conduct the LDCE examination as convinced by this Association,  for which it will be conducted by the department itself.  But merit will be factored in future. % of promotion quota is being tried to be enhanced at least as earlier by LDCE exam. 

RR of TA: Merit and quality shall not be compromised. However genuine cases will be dealt with.

‌Notional Effect:   A common letter, requesting to Hon'ble Chairperson, is being tried to be circulated to all the CCAs to conduct DPCs in time and if delayed, notional effect will be given as per panel vacancy year as has been given in case of Stenographers in recent past.

‌Havildar joined even for one day in LDC will be eligible for promotion provided having requisite qualification and combined eligibility of 08 years service for promotion.

‌EA 40% quota is also being demanded to be filled up with promotion quota as these posts have not been filled with DR quota for more than half a year.

We also met with Shri S. Ramesh, our new Member (Admin) and congratulated him with bouquet on his new assignment. He promised to give us time in a couple of weeks to listen to our all pending issues.

Special News on Association portfolios
We  had also our Special Executive Committee meeting after meeting with the Hon'ble Chairperson. Some important decisions have been taken besides co-opting the office bearers in the vacant posts of AICESTMOA due to promotion / resignation. Shri Ram Lalit of Chandigarh Zone  has been elected as our new President of AICESTMOA, as Shri Ashim Pramanick has resigned from the post of President quoting his personal reasons, Shri Prosenjit Pandey as Asst. Secretary General & Finance Secretary and Mr. Pandey will also look after the work of Treasurer as usual till the next convention and Shri Vivek Kumar as Organizing Secretary for our All India Federation body. Shri Shivaji Valu of Pune zone has been chosen as the new Vice President as Shri Gurukumar has got promotion to CAO. Shri Vivek Kumar has been chosen now as our organizing Secretary as Shri Vikash Kumar has got promotion to the post of Inspector. Miss Shashi Baje from Bhubaneswar has been chosen as new regional Secretary of Eastern Zone in place of Mr. Vivek Kumar. Western zone Regional Secretary post has been given to Gujarat zone and the name will be declared soon and the name of Northern Regional Secretary post will be declared by Shri Ram Lalit as he belongs to that Zone.  This arrangement will continue till the next convention is held and get its approval.
